Es el Plan de Acción Nacional del Atún (PAN ATÚN), diseñado por gremios y organizaciones vinculados a la pesquería industrial, y puesto en vigencia por el Gobierno nacional ecuatoriano.
El Ministerio de Producción, Exportaciones, Inversiones y Pesca de Ecuador, a través de la Subsecretaría de Recursos Pesqueros, acaba de poner en vigencia el Plan de Acción Nacional del Atún (PAN ATÚN), para la conservación de la pesquería atunera industrial y lograr que sea certificada internacionalmente como una actividad respetuosa del ambiente natural y libre de prácticas ilegales que pudieran atentar contra su sostenibilidad en el tiempo, requisito indispensable para el comercio exterior.
La norma fue aprobada y autorizada mediante el Acuerdo Ministerial 0184-A y de ella se espera, además, que sea clave para evitar permanentemente la alteración de los ciclos vitales de los atunes y de las especies asociadas, que viven y se reproducen en el Océano Pacífico Oriental (OPO). Ecuador es el principal productor de estas especies y el segundo a escala mundial. Con alrededor de 300 mil toneladas anuales de captura, cuenta con la flota atunera más grande (113 barcos “cerqueros” o con cerca de red para pescar), y la mayor capacidad de procesamiento industrial de la región (21 empacadoras).
El plan establece varias estrategias, entre las que se destacan: procurar la reducción de la pesca incidental; fortalecer los sistemas de monitoreo y gestión de los impactos ambientales; fortalecer el sistema nacional de trazabilidad (Posibilidad de identificar el origen y las diferentes etapas de un proceso de producción y distribución de bienes de consumo –Diccionario de la Lengua Española); desarrollar programas de educación ambiental; extensionismo (promover y gestionar el desarrollo) y comunicación; mejorar la investigación científica y el fortalecimiento institucional, para responder mejor a todas las amenazas que pueden afectar a este sector tan importante para la economía ecuatoriana.
A propósito de esta nueva normativa pesquera, el gerente de TUNACONS (Tuna Conservation Group), Guillermo Morán, indicó que con esto “(…) el país demuestra -una vez más- su compromiso con el uso sostenible de los recursos marinos y el fortalecimiento de áreas estratégicas de esta cadena productiva, que tienden a eliminar las posibles acciones de pesca ilegal. Esto es producto del trabajo coordinado entre la autoridad pesquera nacional, los gremios atuneros, las organizaciones de la sociedad civil y otros actores vinculados a la cadena”.
Morán añadió que esta acción también se enmarca en el intenso y efectivo trabajo del Gobierno nacional para responder adecuadamente a la ‘tarjeta amarilla’ que emitió hace poco la Unión Europea contra las exportaciones pesqueras ecuatorianas, para que vuelvan al estatus positivo que siempre ha mantenido el país (La advertencia de la U. E. es por supuestas prácticas de pesca ilegal).
El ejecutivo gremial agregó que la norma fortalecerá el proceso de certificación a cargo del Marine Stewardship Council (MSC, por sus siglas en inglés) o Consejo de Administración Marina, para habilitar la pesquería de atunes en Brisas y Plantados (artilugios sumergibles, que estacionados en puntos específicos atraen los cardúmenes de peces) que ha emprendido TUNACONS en días pasados, luego de haber puesto en práctica desde el año 2016, en coordinación con WWF (organización independiente para la conservación de la naturaleza), un proyecto de mejoramiento pesquero que ayudó a la pesquería a posicionarse mejor en relación al estándar del MSC, resolviendo los problemas de sostenibilidad pendientes. Se espera que el proceso de certificación culmine a finales del próximo año.
Los siguientes pasos serán desarrollar una alianza pública-privada para la inmediata implementación del PAN ATUN, que espera tener además el apoyo de organizaciones de la sociedad civil, como la WWF y otras organizaciones e instituciones de cooperación nacional e internacional.

It is the National Tuna Action Plan (PAN ATÚN), designed by guilds and organizations linked to the industrial fishery, and put into effect by the Ecuadorian national government.
The Ministry of Production, Exports, Investments and Fisheries of Ecuador, through the Undersecretariat of Fishing Resources, has just put into effect the National Tuna Action Plan (PAN TUNA), for the conservation of the industrial tuna fishery and to ensure that it is internationally certified as an activity that respects the natural environment and is free of illegal practices that could threaten its sustainability over time, an indispensable requirement for foreign trade.
The standard was approved and authorized by Ministerial Agreement 0184-A and is expected to be key to permanently prevent the alteration of the life cycles of tuna and associated species that live and reproduce in the Eastern Pacific Ocean (EPO). Ecuador is the main producer of these species and the second largest in the world. With an annual catch of around 300,000 tons, it has the largest tuna fleet (113 purse seiners) and the largest industrial processing capacity in the region (21 packing plants).
The plan establishes several strategies, including: reducing bycatch; strengthening environmental impact monitoring and management systems; strengthening the national traceability system (the ability to identify the origin and different stages of a production and distribution process for consumer goods – Dictionary of the Spanish Language); developing environmental education programs; extension (promoting and managing development) and communication; and improving scientific research and institutional strengthening to better respond to all the threats that can affect this sector, which is so important to Ecuador’s economy.
Regarding this new fishing regulation, the manager of TUNACONS (Tuna Conservation Group), Guillermo Morán, indicated that with this “(…) the country demonstrates -once again- its commitment to the sustainable use of marine resources and the strengthening of strategic areas of this productive chain, which tend to eliminate possible illegal fishing actions. This is the result of the coordinated work between the national fishing authority, the tuna guilds, civil society organizations and other actors linked to the chain”.
Moran added that this action is also part of the intense and effective work of the national government to respond adequately to the ‘yellow card’ recently issued by the European Union against Ecuadorian fisheries exports, to return to the positive status that has always maintained the country (The warning of the EU is for alleged illegal fishing practices).
The union executive added that the rule will strengthen the certification process by the Marine Stewardship Council (MSC) or Marine Stewardship Council, to enable the tuna fishery in Brisas and Planted (submersible devices, which stationed at specific points attract schools of fish) that has undertaken TUNACONS in recent days, after having implemented since 2016, in coordination with WWF (independent nature conservation organization), a fishery improvement project that helped the fishery to better position itself in relation to the MSC standard, resolving outstanding sustainability issues. The certification process is expected to be completed by the end of next year.
The next steps will be to develop a public-private partnership for the immediate implementation of the ATUN NPOA, which is also expected to have the support of civil society organizations, such as WWF and other national and international cooperation organizations and institutions.
