A propósito de conmemorarse un año más de la celebración del Día Internacional del Atún, Tunacons recuerda uno de los hitos alcanzados por la industria ecuatoriana en pro de la conservación de la especie: su Plan de gestión de plantados para la flota atunera cerquera ecuatoriana.
Los plantados son una forma altamente efectiva de mejorar las tasas de captura y reducir los costos operativos en la pesca atunera. Sin embargo, su uso se ha asociado a una serie de potenciales impactos negativos, de ahí la necesidad de manejarlos adecuadamente.
En agosto de 2018, a través del Acuerdo Ministerial-176A, Ecuador adoptó el Plan de Manejo de Dispositivos Agregadores de Peces, que pretende conservar el recurso, y mantener la eficiencia operativa de la flota atunera de cerco ecuatoriana mediante la implementación de normas, acciones y nuevas tecnologías. De esta manera, el Ecuador se convirtió en el primer país de la región en estipular por medio de ordenanza nacional un Plan de esta índole.
Este Plan se elaboró en el marco del proyecto de mejoramiento pesquero que TUNACONS viene implementando con el apoyo técnico de WWF. El proceso para elaborar dicho Plan, tomó más de un año, con muchas consultas a diferentes actores a nivel nacional, incluyendo los principales gremios atuneros.
El plan de manejo es importante para un país como Ecuador, que cuenta con una flota atunera que pesca principalmente con plantados. Lo más relevante de destacar, es que la iniciativa surgió de TUNACONS, y terminó convirtiéndose en una prioridad nacional, y como tal, fue incluida en la política pública para administrar los recursos pesqueros de manera sostenible.
Los objetivos específicos de este Plan son:
▪ Establecer un registro de objetos flotantes con sus características.
▪ Mejorar la recopilación de información mediante la implementación de plataformas tecnológicas.
▪ Contribuir al conocimiento de la composición por especies de la captura en los lances de plantados y su variabilidad espacial y temporal.
▪ Profundizar el conocimiento sobre los posibles impactos de los plantados en los ecosistemas y especies.
▪ Establecer mecanismos de intercambio de información entre armadores, científicos y administraciones, a fin de lograr una mejor comprensión y sus implicaciones.
▪ Diseñar prototipos de plantados que causen menor impacto al ecosistema marino a través de materiales no enredantes y degradables.

On the occasion of the celebration of International Tuna Day, Tunacons recalls one of the milestones achieved by the Ecuadorian industry for the conservation of the species: its FAD Management Plan for the Ecuadorian tuna purse seine fleet.
FADs are a highly effective way to improve catch rates and reduce operating costs in tuna fishing. However, their use has been associated with a number of potential negative impacts, hence the need to manage them properly.
In August 2018, through Ministerial Agreement-176A, Ecuador adopted the Fish Aggregating Devices Management Plan, which aims to conserve the resource, and maintain the operational efficiency of the Ecuadorian tuna purse seine fleet through the implementation of standards, actions and new technologies. In this way, Ecuador became the first country in the region to stipulate such a plan by national ordinance.
This Plan was developed within the framework of the fisheries improvement project that TUNACONS has been implementing with technical support from WWF. The process to develop the plan took more than a year, with many consultations with different stakeholders at the national level, including the main tuna trade associations.
The management plan is important for a country like Ecuador, which has a tuna fleet that mainly fishes with FADs. The most important thing to note is that the initiative came from TUNACONS, and ended up becoming a national priority, and as such, was included in the public policy for managing fishery resources in a sustainable manner.
The specific objectives of this Plan are:
▪ Establish a registry of floating objects with their characteristics.
▪ Improve the collection of information through the implementation of technological platforms.
▪ Contribute to the knowledge of the species composition of the catch in FAD sets and its spatial and temporal variability.
▪ Deepen knowledge on the potential impacts of FADs on ecosystems and species.
▪ Establish information exchange mechanisms between shipowners, scientists and administrations, in order to achieve a better understanding and its implications.
▪ Design FAD prototypes that cause less impact to the marine ecosystem through non-entangling and degradable materials.
